1099 forms for 1099 vendors are created (reported) in the payroll year. So, it may be necessary to setup Payroll and Start a New Payroll Year even if there are no employees on payroll. In order to generate 1099 forms at the end of a payroll year, payments should have been recorded in the correct payroll year. (1099 forms are generated when W2 forms are generated.)
